HIGHLITES FROM THE SENATE
SENATOR MARK ZIEMAN
Tension is again increasing in the legislature as we near the next
funnel. When we begin debate the week of March 20th, only policy
bills that have passed through the committee process will be
eligible for debate. With a 25/25 split in the Senate, pet bills on
either side of the aisle face an uncertain future.
TouchPlay took up most of the energy this week. I feel that this
debate could be best described as a fight between David and Goliath.
My greatest concern with the legislature’s action is the message we
have sent to small businesses that were asked to partner in this
venture. The fallout will result in lawsuits and bankruptcies. The
amendment I offered to ban all gaming in the state was never
debated.
On a unanimous vote, the Senate passed a water quality bill. This
legislation had input from the Department of Natural Resources, the
Iowa Environmental Council, Rural Water Association, League of
Cities and business groups. It lays the foundation for how the
Environmental Protection Agency rules will be adapted and
administered in Iowa. This legislation should bring our state into
compliance with federal EPA regulations. The cities of Calmer,
Cresco, Elma, New Hampton, Ossian, Postville and Waukon will be
affected by the federal changes to water quality standards.
Work continued on the eminent domain issue, which will be debated
next week. The League of Cities has now decided to oppose any change
in the current law. Even some from the Association of Business and
Industry are voicing concerns. I am confident that when the dust
settles, there will be a bill to protect your property.
